Where to Scry and Grind Leads Efficiently
To level up Scrying quickly, there are some ideal places to focus your efforts:

Artaeum (Summerset) – This small island is perfect for Scrying because the Dig Sites are very close together.

Faction Starter Zones – Locations like Khenarthi’s Roost (Aldmeri Dominion), Bleakrock Isle (Ebonheart Pact), and Stros M’Kai (Daggerfall Covenant) are great for early-game Scrying because they’re easily accessible and have a relatively small area to cover.

Note: Grinding Green Leads will give you the most XP at the beginning. After reaching level 3 in the Antiquarian's Insight skill, you can move on to Blue and later Purple Leads for even more XP.
